UEFA under fire for 'manipulated' images

BERLIN (AP) -UEFA has come under fire in Germany for allowing prerecorded scenes to be cut into live coverage of games from the European Championships.

Images of a German fan crying after Mario Balotelli's second goal in Thursday's 2-1 defeat to Italy were in fact taken before the semifinal, when she was overcome with emotion during the anthems.

The issue came to light when the woman received e-mails from friends at home wondering why she was so upset with almost an hour still to play.

"We are surprised and irritated," Joerg Schoenenborn, the Euro 2012 chief editor of German broadcaster ARD, told Saturday's Sueddeutschen Zeitung newspaper. "These pictures aren't acceptable for us, especially since we spoke to UEFA about this problem a few days ago. We're now looking for further talks."

UEFA told The Associated Press that it was striving to show "the human story of the game" in its television coverage, and had "no aim whatsoever to exercise any form of control over the images delivered to broadcasters."

European football's ruling body said footage of tears trickling down the fan's cheek was shown "to translate the emotion and the tension of the German fans for this game" but "our production did not agree with the editorial choice to put this at this exact place after the goal".

UEFA also said it had issued instructions "not to use these reactions again directly in a chain of replays of a live action, to avoid any misleading understanding."

ARD had first sought UEFA's clarification after Germany coach Joachim Loew was shown playfully knocking a ball from a ball boy's arm during the country's group game against Netherlands, despite the incident happening before the game took place.

UEFA said that footage was shown "to illustrate, in conformity with our editorial concept, the mood and ambiance of the event. The image was positive and in order not to mislead the audience, the director used replay wipes before and after, showing clearly that this event was not live."

Schoenenborn felt otherwise at the time, when he said: "Any form of censorship or manipulation is not acceptable for us. That's why we clearly told UEFA that the German public expects coverage to be live when it says it's live. Live is live and has to stay live."

UEFA said its "director guidelines" had been made available to all broadcasters.

But ZDF, which broadcast the Germany vs. Netherlands game, said it was unaware pre-match footage was being shown as part of the live match package. The channel's chief of sports, Dieter Gruschwitz, described it as "completely unusual."

"That does not correspond to our journalistic standards," ZDF editor-in-chief Peter Frey said.

"All these production techniques ... are fairly standard and well known by broadcasters," UEFA said.

Sueddeutschen Zeitung reported that UEFA maintains a policy of censorship in its TV coverage, avoiding any images of political banners, empty seats, pyrotechnics or streakers on the pitch.

"UEFA is committed to deliver an unbiased and complete coverage," the football body said.

Hotter, drier day tests Colorado fire crews

A day after firefighters made great progress against the fire outside Colorado Springs, hotter and drier conditions on Saturday made for a major test.

"Today is going to be our test day," Jerri Marr of the U.S. Forest Service said at a morning briefing.

"Fire activity is expected to increase today and tomorrow," the incident command said in its written update. "Possible afternoon thunderstorms could also bring strong, gusty winds. Temperatures are expected to reach at least 15 degrees above season normal."

The 26-square-mile Waldo Canyon fire, one of many burning across the West, is now 30 percent contained, up from 15 percent early Friday.

More than 150 National Guard soldiers and airmen are helping Colorado Springs police staff roadblocks and patrol streets after a deadly wildfire killed two people and destroyed nearly 350 homes.

Police Chief Pete Carey said Saturday the presence of military personnel will allow his department to resume normal police work in the rest of the city.

"We're grateful for the help," he said.

About 10,000 people remain evacuated on Saturday, down from 35,000 at the fire's peak.

Investigators haven't been able to visit the area where the fire broke out on June 23 to determine the cause.

Two bodies were found in the ruins of one house. The victims' names haven't been released.

Police say fewer than 10 people may be unaccounted for.

There were plans to let people whose residences burned take weekend bus trips to the affected neighborhoods to take a look, but they would not be allowed to leave the vehicles.

After growing explosively earlier in the week, the Colorado Springs fire gained no ground overnight, authorities reported Friday. And the weather was clear and mostly calm, a welcome break from the lightning and high wind that drove the flames.

Exhausted firefighters fresh off the front lines described the devastation in some neighborhoods and the challenges of battling such a huge blaze, now the most destructive in Colorado history.

"It looks like hell. I would imagine it felt like a nuclear bomb went off. There was fire everywhere. Everything had a square shape to it because it was foundations," said Rich Rexach, who had been working 12-hour days since Tuesday, when flames swept through neighborhoods in this city of more than 400,000 people 60 miles south of Denver.

President Barack Obama toured the stricken areas Friday after issuing a disaster declaration for Colorado that frees up federal funds. He thanked firefighters and other emergency workers, saying: "The country is grateful for your work. The country's got your back."

As residents waited anxiously to see what was left of their homes, police reported several burglaries in evacuated areas, along with break-ins of cars packed with evacuees' possessions outside hotels. Carey said Friday a person wearing protective fire gear in an evacuated area was arrested on charges of impersonating a firefighter and influencing a public official.

Community leaders began notifying residents Thursday that their homes were destroyed. Many lost almost everything.

"The blanket that was on my bed when I grew up, a bunch of things my mother had made," said Rick Spraycar, listing what he lost when his house in the hard-hit Mountain Shadows subdivision burned down. "It's hard to put it into words. Everything I owned. Memories."

For Ernie Storti the pain of knowing that his was one of a handful of homes spared in his neighborhood was hard.

"Our home was standing, and everything south of us was gone," he said as tears streamed down his face outside a Red Cross Shelter where he had met with insurance agents.

Authorities were still trying to figure out what caused the fire. They said conditions were improving and they hoped experts would soon be able to work to determine a cause.

More than 1,200 personnel and six helicopters were fighting the fire.

All eight Air Force firefighting planes from four states will be at Colorado Springs' Peterson Air Force Base Saturday and available to fight the fire, marking the first time the entire fleet has been activated since 2008, Col. Jerry Champlin said.

Among the fires elsewhere in the West:

  • Wyoming: A wildfire in a sparsely populated area of southeastern Wyoming exploded from eight square miles to nearly 58 square miles in a single day in hot, windy weather. Authorities said Saturday the Arapaho Fire has some structures but the area is still too dangerous to allow a detailed survey.
  • Idaho: At least 60 homes near Pocatello, Idaho, burned in a fast-moving wildfire that started Thursday evening. The blaze covered more than 1? square miles. Officials said it was human-caused but gave no details.
  • Utah: Residents of nearly a thousand homes in Herriman, just southwest of Salt Lake City, were under an evacuation order Saturday after a wildfire burned through the area, destroying at least four houses and several other structures, authorities said. Fire crews appeared to have the 350-acre Rose Crest fire at bay Friday evening. A 70-square-mile wildfire in Utah's Sanpete County destroyed at least 160 structures, more than 50 of them primary homes. A similar sized blaze in Utah was threatening about 75 structures.
  • Montana: Residents of eastern and central Montana who evacuated due to wildfires are returning to find neighborhoods scorched and many houses reduced to piles of ash. Fire officials said Friday that 70 homes burned in the 20,000-acre Dahl fire south of Roundup. At least two dozen structures were reported burned in a 270-square-mile fire in the Ashland.

Authorities battling six wildfires in Utah said Colorado was taking most of the available fire crews, leaving them short-handed.

Utah fire commander Cheto Olais said leaders at one Utah blaze had requested about 200 additional firefighters but will probably get no more than 20. "A lot of assets are going to Colorado," Olais said.

"We're strapped nationally," he told The Associated Press. "There's only so many firefighters, and they're already out in the field."

Mexican election could return old rulers to power

MEXICO CITY (Reuters) - Mexicans vote for a new president on Sunday with the opposition party that dominated the country for most of the past century poised for a comeback after the ruling conservatives failed to provide strong growth or halt a brutal drugs war.

Twelve years after the Institutional Revolutionary Party (PRI) lost power, polls show its candidate Enrique Pena Nieto heading into the vote with a double-digit lead over his opponents, despite lingering doubts about the party.

Tainted by corruption, electoral fraud and occasional bouts of brutal authoritarianism during its 71 years in power, the PRI was voted out in 2000. But it has bounced back, helped by the economic malaise and a tide of lawlessness that have plagued Mexico under the conservative National Action Party, or PAN.

Polls will open at 8 a.m. (9 a.m. EDT), and the first national exit polls are expected when voting ends in the westernmost part of the country 12 hours later.

After ending the PRI's rule in 2000, the PAN raised hopes of a new dawn for democracy in Mexico. But years of weak growth and the death of more than 55,000 people in drug-related killings since 2007 have eroded its popularity.

Pena Nieto, a youthful-looking former governor of the State of Mexico, stepped into the breach, establishing himself as the new face of the PRI with the aid of favorable media coverage led by Mexico's most powerful broadcaster Televisa.

He insists the PRI is now a modern democratic party. While some Mexicans are not convinced, Pena Nieto has convinced many that his party has learned from its mistakes.

"The PRI has changed," said Gloria Velazquez, a 35-year-old street vendor in Mexico City. "And it's learned that it needs to leave more money for the people."

Bidding to become the country's first woman president, PAN candidate Josefina Vazquez Mota lies third in the polls, and Pena Nieto's closest challenger, former Mexico City Mayor Andres Manuel Lopez Obrador, is also burdened by his past.

The front-runner for much of the 2006 race, Lopez Obrador ultimately lost by half a point to President Felipe Calderon of PAN and refused to accept defeat.

Claiming fraud, he led massive protests in the capital for weeks, bringing much of Mexico City to a standstill and alienating even some of his one-time supporters.

Though his bid in this campaign surged late on when a wave student-led opposition to the PRI boosted his ratings, polls suggest Lopez Obrador will fall some way short of the 35 percent of votes he won in 2006.

PROTESTS

Lopez Obrador has in recent weeks sounded alarms about possible vote fraud, raising concerns he might call new street protests if he loses again.

His belligerence after 2006 exposed tensions within the main leftist grouping, the Party of the Democratic Revolution (PRD), although it has rallied behind him again for this campaign.

Though it has effective and popular control in Mexico City, the PRD's record outside the capital has been tainted by allegations of corruption and incompetence.

Vazquez Mota's hopes have suffered from her association with Calderon's military-led offensive against drug cartels, which fanned the violence instead of reducing it.

Pena Nieto has seized on Calderon's failure, arguing the PRI's experience in power means it best understands how to restore peace to Mexico and reinvigorate the economy.

Final polls showed Pena Nieto winning 40-45 percent of the vote, Lopez Obrador close to 30 percent with Vazquez Mota not far behind. Gabriel Quadri, a fourth candidate competing for a smaller party, is expected to pick up a few percent. The one with the most votes wins, with no need for a second round.

The PAN's Vicente Fox defeated the PRI in 2000, served for six years and was followed by Calderon. Presidents can only serve a single term in Latin America's second biggest economy.

The PRI laid the foundations of the modern state with a nimble blend of politics and patronage that allowed it to appeal to labor unions and captains of industry at the same time.

The party that nationalized the oil industry in 1938 also made sweeping free-market reforms in the 1990s and signed the North American Free Trade Agreement with the United States and Canada, upholding a populist image while a small cadre of well-connected capitalists grew rich through effective oligopolies.

Mexicans eventually tired of the one-party rule that stifled dissent, rewarded loyalists and allowed widespread corruption.

The era of old-time PRI bosses known as "dinosaurs" gave way to a more democratic era under the 1994-2000 presidency of Ernesto Zedillo, who instituted reforms that allowed opposition parties to compete in a fair vote and oust the PRI.

On Sunday voters will also decide on six state governors and both houses of congress, with gains expected for the PRI.

The legislative results will help determine whether Pena Nieto will be able to push through his plans to liberalize antiquated labor laws, improve the tax take and open up state oil giant Pemex to more private investment.

Financial investors are encouraged by Pena Nieto's reform agenda, which would be more friendly toward foreigners, and hold out hope he would promote well-educated technocrats like those who oversaw the economy during the PRI's later years in power.

However, its opponents remain fierce.

"The PRI means returning to the same: crime, drug-trafficking, corruption," said Jose Rojas, an unemployed 62-year-old. "It has always repressed Mexico."
