The Secret World of Arrietty is a marvelously captivating animated feature about very tiny people and the full-scale world they inhabit.

Yonebayashi gives Arrietty an excellent sense of balance, with the adventure aspects of the story, which feel legitimately dangerous providing well-paced contrast the film's more placid moments.

It's an enjoyable and attractive-looking film, but a little of that "Speed Racer" energy wouldn't have been such a bad thing.

The visual details are inventive, and the animation - particularly the colors - is lovely.

The Daily Caller has obtained documents, emails and communications showing how President Barack Obama?s Federal Communications Commission demolished wireless broadband company LightSquared?s competition through a pattern of regulatory decisions apparently aimed at establishing an ?open-access? Internet in the United States.

The FCC successfully green-lighted LightSquared?s corporate formation in 2009 by allowing Wall Street hedge fund Harbinger Capital Partners to purchase majority ownership in satellite company SkyTerra. A major obstacle that still remained in LightSquared?s way was competitor GlobalStar.

GlobalStar had a similar operation to the one LightSquared was building at the time. A major difference, though, was GlobalStar?s already-orbiting satellites, and the broadband Internet access it was already providing to Americans in rural areas of the country.

GlobalStar leased terrestrial spectrum to Open Range Communications, a company that provided broadband Internet access to customers in underserved parts of rural America. Open Range?s business model depended on a 2008 loan, worth $264 million, from the U.S. Department of Agriculture?s Rural Utilities Service.

In 2008 the FCC gave GlobalStar a 16-month waiver from so-called ?gating? rules, which required it to guarantee that its satellite service would be continuously available everywhere it offered broadband service, and also required it to maintain spare satellites in case of an urgent need. GlobalStar had said the issues its system faced would be fixed when it could launch 24 new satellites, which it planned to do by July 1, 2010.

The waiver was meant to allow GlobalStar and Open Range to continue building their networks while GlobalStar fixed those issues. Open Range depended on GlobalStar for its continued operation.

Then, the unthinkable happened: On April 6, 2009 an earthquake struck L?Aquila, Italy, damaging a factory that made component parts essential to GlobalStar?s satellites. The factory closed, reopening eight months later in early December 2009.

Citing the earthquake and disruptions because of the global financial meltdown, GlobalStar filed a request with the Obama administration?s FCC on Dec. 14, 2009, asking for an additional temporary waiver from the agency?s requirements so it could continue building its network.

The FCC didn?t acknowledge receipt of the extension request until March 5, 2010, and didn?t open it up for public notice until four weeks later, on April 2.

During the months while GlobalStar?s request languished in the FCC?s slow-moving bureaucracy, the agency was helping to finalize the sale of SkyTerra to Harbinger. That company would ultimately become LightSquared.

On Feb. 26, 2010, one week before the FCC acknowledged GlobalStar?s request, Harbinger and the FCC agreed on conditions that would forbid LightSquared from selling to Verizon and AT&T any spectrum it would later acquire.

Verizon and AT&T are the nation?s two largest wireless carriers.

FCC spokeswoman Tammy Sun did not answer when The Daily Caller asked her to explain why GlobalStar?s waiver extension request was delayed for 75 days, during the same time the FCC was finalizing its deal with LightSquared executives.

Also during those late spring months in 2010, several advocacy groups funded by left-wing billionaire George Soros were advocating for the adoption of ?open-access? Internet rules. Soros? Open Society Institute has donated more than $1 million to the four organizations that comprise the Public Interest Spectrum Coalition. He is reported to have invested $200 million personally in Harbinger.

Public Interest Spectrum Coalition member groups hold the position that spectrum ?belongs to the public? and should be subject to as little corporate influence as possible. Their goal is to create a community-oriented, taxpayer-subsidized and highly regulated broadband system, essentially making Internet access a public utility.

Buyers once dominated the fertilizer market like the Yankees once had a virtual monopoly on World Series pennants. OK, maybe farm inputs can't compare to sports, but in fertilizer manufacturing, that meant decades of stable supplies and stable prices determined by cost of production. Then panic buying struck in 2007-08 and the old bulk commodities game has never been the same, a new study by Rabobank International's analyst team.

When $6 corn first triggered panic buying in 2007, the industry moved towards full-capacity production and spawned shortages of raw materials and phosphate rock. Wholesale prices soared--just in time to leave dealers holding platinum-priced inventory when grain prices abruptly collapsed in the summer of 2008. You remember the painful renegotiations.

But something different happened in 2010-11 when a second commodity boomlet occurred, Rabobank says: Urea, DAP and potash moved up but never marched in lockstep with increases in corn prices like they had three years earlier. In this new scenario, both buyers and sellers are alternating control of the market, Rabobank says. It also appears the sellers are getting smarter.

"The fertilizer chain has become much more conscious of price volatility and is avoiding scenarios of panic buying at extreme prices and building up excessive inventory," Rabobank says. But the problem is their pipeline is relatively empty, which may lead to issues if growers expect just-in-time deliveries.

Retail prices for anhydrous averaged over $1,000/ton in November 2008, after corn has peaked at $7.65. But in the summer of 2011 when corn prices were within a whisker of $8, anhydrous prices reached only $819/ton, according to DTN's weekly surveys of more than 300 retailers. Was this discipline at work?

In 2011, fertilizer manufacturers inventory cycles operated at around 45 days, compared to an average of 6 days suppy in 25 to 2009. "When wholesale traders keep fertilizer inventories low, they push the fertilizer price risk and inventory decisions through to the farming end of the supply chain," Rabobank says.

As DTN's Russ Quinn reported in last week's series on Fertilizer Shoppers (see last week's Best of DTN newsletter if you missed it) farmers' fertilizer buying behavior has also changed. Some producers are installing both liquid and dry fertilizer storage on-farm and monitoring best prices throughout the season; some are buying storage in fertilizer condos and sharing discounts from bulk buys; and others even bolt across the Canadian border when they see favorably priced products and have backhauls to spare.

I've also seen other responses--like a 7,000-acre farmer who now throws all of his business to his local fertilizer dealer rather than hunting for the lowest bidder every year. Besides what he hopes is fair pricing, his dealer will be paying the salary of an agronomist on his farm this year and will share on-farm research with both parties. It's a novel way to build customer loyalty.

One DTN customer from Ontario (he asked to remain anonymous) told me at last week's AAPEX meeting that he also scouts fertilizer prices in New York state. Because his local suppliers must stock up on inventory before the St. Lawrence Seaway freezes, they haven't been able to offer as competitive prices as he sees stateside. Here in the U.S., 10-34-0 and urea have both inched off their highs in the last few months, but "our dealers are going through a 2008 all over again" loaded up with depreciating inventory, he says.

It sounds like the tug of war between fertilizer buyers and sellers isn't over yet, with potential for big swings in prices throughout a crop season. But the responses on both sides mean history isn't likely to repeat itself.
