Q: While he was running for City Council for the southeastern part of the city,
?retired Army Col. John Olshefski said, if elected, he would have a plan for usage of the many empty buildings, particularly along the Parkway, prepared. Any news on that?
A: The City Council in late July hired the Shopping Center Group of Atlanta to study places that have lost retail shopping along north and south Memorial Parkway, Jordan Lane and University Drive and identify sites for retail development or redevelopment. The consultants will provide a marketing package for each area.
The area along South Memorial Parkway extends south from Martin Road to Green Cove Road. That stretch that includes a number of empty store fronts in the Haysland-Hamilton Square shopping center and an eyesore, a building that once housed a Hardee?s.
According to a report by Times business writer Marian Accardi, Shane Davis, the city?s director of urban development, said the study will identify potential retailers that are the best fit for sites in the study. The report will also indicate the loss of retail sales from an area?s residents who shop elsewhere and what retail categories are needed at those locations.
The $69,500 study is expected to be ready by the end of October.

Q: What is the problem with school zone lights on Burgreen Road and Cedar Acres Road? I have never seen the lights on the north end of the zone working. The ones on the south end and on Cedar Acres sometimes are on till after dark. I am very concerned about children walking from Cedar Acres and Rolling Meadows trying to cross traffic in a blind curve.
A: Gary Chynoweth, the City of Madison?s engineer, said Tuesday that the school zone signals were installed as a part of the school construction project and that the city was not involved.
?It is our understanding the signals were not programmed during the original installation,? he said. ?The school was made aware of the situation and as of last Friday, the signals were programmed and are operating properly. We have verified the signals work in the morning and we will check this afternoon to verify they work when school is dismissed.?
